SVG is an XML based standard for graphics. For more information see the W3C SVG specification.
A good starting point examples is Batik.

All demos use SVG via HTML5 and have been tested on Opera, Chrome, Firefox and Internet Explorer 11.
All demos should also work on a touch capable device.
Internet Explorer on Windows Phone 7.x doesn't seem to support SVG interactions (at least not as I've implemented them).
